Effective July 1, 2010, parties must reimburse SMCS for the cost of election set up and supervision.  See the regulation MS Word . Once a request for election or card check services is received by SMCS, a mediator will be assigned.  The mediator will meet with the parties and assist the parties in working out an election or a card check agreement.  The agreement will include an agreement to pay SMCS, in accordance with the following schedule:

When elections are held, election services shall be reimbursed as follows:

Bargaining units of 1 to 49 employees:

$1,000.00
Bargaining units of 50 to 199 employees:$1,250.00
Bargaining units of 200 to 999 employees:$2,000.00
Bargaining units of 1000 or more employees:$4,000.00

When questions of representation are determined from card and/or petition checks, such services shall be reimbursed as follows:

Bargaining units of 1 to 49 employees:

Bargaining units of 50 to 199 employees:$300.00
Bargaining units of 200 to 999 employees:$750.00
Bargaining units of 1000 or more employees:$1,000.00

The parties will be guided by any local rules specifying how election costs are to be paid.  Absent local rules, parties must reach mutual agreement on payment before SMCS will proceed further.  Once an election or card check agreement is reached, SMCS will bill the paying party / parties and the election will proceed.
