1309.12000 – Skilled Crafts
A statewide unit of all skilled craftsworkers (Unit 6) is appropriate for the California State University. Although a campuswide crafts unit would be appropriate, a systemwide crafts unit is both appropriate and satisfies legislative concerns that there not be a multiplicity of bargaining units. In addition, because of the employer's extensively centralized system of administration, a statewide unit would further efficient operations.
1309.03000 – Community of Interest
Warehouse worker belongs to CSU Unit 5 even though incumbents in the position normally do not report directly to the director of plant operations. Community of interest consideration outweigh reporting relationship and bifurcation of work location.
1309.01000 – In General/Definition of Appropriate Unit
A statewide unit of non-craft maintenance, custodial and grounds employees (Unit 5) is appropriate for the California State University. Employees in those categories share a strong community of interest. These employees are semi-skilled and skilled workers whose tasks comprise a functionally related goal, the maintenance of the campus physical environment. Most of the employees share common reporting lines and transferrable skills. Employees career paths lie primarily within plant operations departments.
200.04000 – Supervisors
The supervising grounds worker I is excluded from CSU Unit 5 as supervisory. The primary duty of the incumbents in the position is to oversee the work of crews of grounds workers, each of which is headed by a lead grounds worker. The supervising grounds keeper I exercises significant supervisory authority, makes recommendations on retention retention which are effective and routinely documents incidents of misconduct by employees. The chief engineer II and chief engineer I are excluded from CSU unit 6 as supervisory. Incumbents in these positions have overall responsibility for operation of the campus engineering departments. They have authority to hire, assign, direct work, approve overtime and leave, and carry out other supervisory functions.
