Description:  SEIU alleges the County discriminated against more senior employees by failing to place them at a higher promotional step but gave younger employees a step increase.

Disposition:  The Board agent dismissed the charge for failure to state a prima facie case.  The Board found that the appeal did not meet the specificity requirements of PERB Reg. 32635.  Several months later, some employees filed an informal petition to submit an informational brief.  The petitioners did not show good cause for the delay in filing and so the petition was not addressed.  The Board upheld the Board agent’s dismissal.
