Description: Charging Party alleged that the Association violated EERA by breaching its representational duty.

Disposition: The Office of the General Counsel dismissed the charge because it was untimely filed, charging party lacked standing, and none of the allegations in the charge included any information demonstrating that the Association handled any contract negotiations, grievances, or contract administration in bad faith or in a way that was discriminatory or arbitrary.  The Board affirmed the dismissal of the charge and adopted the warning and dismissal letters of the Office of the General Counsel.
