Description:  The Office of the General Counsel dismissed allegations in an unfair practice alleging that the District violated the MMBA by making unilateral changes to terms and conditions of employment and by dealing directly with employees.

Disposition:  After the appeal was filed, the parties settled their dispute and requested withdrawal.  The Board granted the request and dismissed the unfair practice charge with prejudice.
