Description:  The charging party, a former employee of a public agency, appealed the dismissal of his unfair practice charge alleging various unfair practices, including that the charging party had been terminated in retaliation for his protected activity, and that the employer had enforced a previously undisclosed policy requiring charging party to forfeit his statutory and collectively-bargained rights to union representation.

Disposition:  The Board denied the appeal for failure to comply with PERB Regulations and adopted the dismissal of the charge.
