Description:  Laureen Thompson, an employee of the Stockton Unified School District, alleged that the California School Employees Association and its Chapter 821 breached the duty of fair representation by failing to pursue Thompson’s grievance adequately. PERB’s Office of the General Counsel (OGC) dismissed the charge for failing to state a prima facie case, and Thompson appealed.
