Description: Charging party Fred Jacob (Jacob) appealed the dismissal of his unfair practice charge, issued by PERB’s Office of the General Counsel (OGC). In his amended unfair practice charge, Jacob, a former employee of Los Angeles Unified School District (District), alleged that the District failed to rehire him because of his protected activities in violation of the Educational Employment Relations Act. OGC dismissed the amended charge for failing to allege facts sufficient to state a prima facie case.
Disposition: The Board found no basis for granting Jacob’s appeal, and therefore affirmed the dismissal of the amended unfair practice charge.
