Description:  Joei Dyes alleged that her former employer, Los Angeles Unified School District, violated the Educational Employment Relations Act by taking numerous adverse actions against Dyes because she engaged in EERA-protected activities and by taking other actions that interfered with her right to engage in such activities. The ALJ dismissed the complaints, finding that the District’s actions were neither retaliatory nor interfered with Dyes’ right to engage in protected activities. Dyes timely appealed.

Disposition:  In a nonprecedential decision, the Board affirmed the dismissal of the retaliation allegation and two of the interference allegations. Contrary to the ALJ, the Board concluded that the District’s no-contact order interfered with Dyes’ right to communicate with her coworkers about working conditions.
