CTA bylaws preclude mergers by local affiliates with other organizations. Where local exclusive representative affiliated with California Teachers Association attempts to affiliate also with American Federation of Teachers, CTA has right to intervene in petition to amend certification. CTA is necessary party and should have been joined by the regional director even in absence of request to intervene.
