Message from Chair Banks on the Resignation of Felix De La Torre
General Counsel Felix De La Torre has informed the Board that he is resigning effective March 31, 2026. Felix has accepted a position with the Office of Legislative Counsel, where he will have the opportunity to guide the implementation of the Legislature Employer-Employee Relations Act.
On behalf of the full Board, I want to thank Felix for his leadership in the Office of the General Counsel. For more than a decade he has led the division through shifting demands with talent and determination, building a team that has met every challenge we have faced. Because of Felix, PERB is ready to meet any challenge on the horizon. We wish him well in his new pursuits.
We are thankful that Joe Eckhart has agreed to serve as Interim General Counsel. We look forward to working with Joe to ensure continuity to our constituents.
The Board will be considering qualified candidates to be our next General Counsel. Candidates are encouraged to submit a resume and cover letter to eric.banks@perb.ca.gov.
