Supervisors are excluded from Dills Act; therefore, PERB cannot adjudicate resolutions of supervisors' rights; pp. 10-11. Even though supervisors are excluded from Dills Act, State policy which prohibits supervisors from supporting a particular employee organization interferes with "rank and file" employees' rights under the Act to have freeflow of information among supervisory and rank- and-file members of employee organization; pp. 11-14.
