To prove a breach of the DFR, charging party must show that the union acted arbitrarily, discriminatorily or in bad faith; allegations of arbitrary conduct must, at minimum, show that the union's action or or inaction was without a rational basis or devoid of honest judgment and no such facts were alleged in this charge; DFR does not require that exclusive representative negotiate specific items; pp. 6-8.
