Initial proposals must be sufficiently developed to permit the public to comprehend them. An initial proposal that compensation be modified according to a formula based on changes in the Comsumer Price Index is sufficient to inform the public of the issue at the table. An initial proposal concerning contract duration, stating "starting with the adoption date and ending June 30, 1982," is sufficient.
