A teacher's decision to administer final examinations is not purely voluntary, although "discretionary." Concerted refusal to give such exams based on other than educational considerations constitutes unprotected, partial work stoppage; pp. 9-10. Employer does not violate Act by disciplining employees for engaging in unprotected conduct.
