EERA section 3543.1(b) grants organizations the right to use employer mail facilities, subject to reasonable regulation; interference with right constitutes violations of EERA section 3543.5(a) and 3543.5(b); p. 3. Education Code section 7054 does not preclude the employer's distribution of union materials referencing a statewide ballot measure, since the latter does not constitute a "school measure of the district."
