Public notice provisions must be implemented at a public meeting and are not satisfied by providing for communications in writing or through a representative; p. 8. Failure to observe a rule regarding the reading of motions does not invalidate the action so long as the board members had knowledge of the scope and terms of the motion before they cast their votes and no one was prejudiced by a failure to read the motion in full.
