Failure of union representative to seek extension of time for taking grievance to next step, after promising grievant it would do so, states prima facie allegation of violation of DFR. Union representative's failure to act can become artitrary if it is without a rational basis or is devoid of honest judgement. R.A. dismissal is reversed.
