Board denied request for reconsideration on grounds findings of fact were supported in the record or were not relied upon by the Board in arriving at its ultimate conclusion. Other arguments made by the District were rejected on the grounds they merely restated arguments previously considered and rejected by the Board and therefore do not constitute proper grounds for reconsideration.
