EERA section 3541.5(a) bars issuance of a complaint based on an unfair practice occurring more than six months prior to the filing of the charge. Failure to be fully informed about the tolling doctrine and the fact that the employer's convinced charging party not to file additional grievances do not alter the statute of limitations.
