District need only make copies of its initial proposal available at a (i.e. one) public meeting, and allow the public a reasonable opportunity to make comment at subsequent meetings before adopting the proposal; there is no requirement that copies be available at the first meeting at which the proposals are listed on the agenda; p. 5, dismissal letter.
