The charging party must file its charge within six months from the point at which it knew or should have known about the facts giving rise to the unfair practice. The date of the discovery is the date on which the conduct constituting the unfair practice is discovered or could reasonably have been discovered, not the date that the legal significance of the conduct is discovered; p. 2, dismissal letter.
