Where a party merely reiterates arguments previously made before the Board, his request for reconsideration will be denied. (California State Employees Association, Local 1000 (Janowicz) (1994) PERB Decision No. 1043a-S; Regents of the University of California (1990) PERB Decision No. 829-H.) Similarly, when a party offers evidence on reconsideration, but fails to state why the evidence could not have been previously presented, his request will be denied. (PERB Reg. 32410.)
