In order to state a violation of EERA section 3543.6(a), it must be clear how and in what manner the federation took affirmative actions in its attempt to cause an employer to violate the EERA. However, the charge fails to provide any facts which demonstrate that the federation took action to encourage or assist the District in discriminating or retaliating against charging party.
