Argument alleging prejudicial error of fact need not be addressed on reconsideration when the underlying Board decision did not turn upon the alleged error of fact. The request for reconsideration merely reargues the case, thus failing to demonstrate grounds sufficient to comply with PERB Regulation 32410(a).
