No implementation of new rule of conduct where University merely informs employees of existence of Government Code Section 8314 which limits use of state resources. Email advising employees that state law (Govt. Code Sec. 8314) prohibits use of state resources for political campaign activity or other personal purposes, was not new rule as conduct subject to discipline is set forth in Education Code 89535.
