The charging party has the burden of alleging the specifics (who, what) of a charge. If changes in job duties are reasonably comprehended within the existing job duties, an assignment of such duties, even if never performed before, is not a violation. The charging party has the burden of alleging why the allegedly new duties are not reasonably comprehended within the existing job duties.
