The charging party has the burden of alleging the specifics (who, what) of a charge. If changes in job duties are reasonably comprehended within the existing job duties, an assignment of such duties, even if never performed before, is not a violation. (Rio Hondo Community College District (1982) PERB Decision No. 279.) The charging party has the burden of alleging why the allegedly new duties are not reasonably comprehended within the existing job duties.
