Request for reconsideration of decision remanding unfair practice charge to the Office of General Counsel for issuance of a complaint failed to provide grounds for reconsideration under PERB Regulation 32410(a) where the request did not establish a prejudicial error of fact, but instead simply expressed disagreement with the Board’s legal determination that the allegations of the charge were sufficient to state a prima facie case and warranted the issuance of a complaint in order to permit litigation over disputed facts.
