Second request for reconsideration, filed nearly five months after Board issued its final decision on the merits and two months after it issued decision denying first request for reconsideration, denied as untimely because it was not filed within 20 days after service of either of the Board’s decisions. Even if considered timely, request fails to establish grounds for reconsideration based upon discovery of purported new evidence consisting of statement made by opposing counsel in argument.
