EERA’s requirement of good faith negotiations is a critical means of maintaining or restoring stable labor relations in a wide variety of circumstances. (Oxnard Union High School District (2022) PERB Decision No. 2803, p. 57.) District could have clarified how survey responses would be used to assign courses and avoided the overwhelming sense that the District had blindsided teachers by misusing their survey responses.
