602.00000 – EMPLOYER REFUSAL TO BARGAIN IN GOOD FAITH; UNILATERAL CHANGE (FOR NEGOT OF SPECIFIC SUBJECTS, SEE SEC 1000, SCOPE OF REPRESENTATION)
602.06000 – Generalized Effect or Continuing Impact

Where there is a transfer of work, the union need not show actual diminution in work opportunities or collective bargaining strength. Longstanding precedent recognizes that the “diminution of unit work by transferring functions weakens the collective strength of employees in the unit and their ability to deal effectively with the employer and can affect the viability of the unit itself.” (Rialto Unified School District (1982) PERB Decision No. 209, pp. 6-7; see also Arcohe Union School District (1983) PERB Decision No. 360, p. 6 [diminution of unit work impacts collective strength of employees in the unit].) (p. 20.)
