Hearing officer dismissal of amendment for untimely filing is reversed. Notice of dismissal with leave to amend did not tell charging parties when the ten day period for amendment began to run. Because of a lack of clear and unequivocal notice to charging parties, the hearing officer rejection of amendment is reversed.
