PERB Regulation 32140(b) states that there are two methods by which a party agrees to accept electronic service of documents. The first method is by serving notice on all parties that it will accept electronic service of documents in that matter. A party also agrees to accept electronic service in a case by electronically filing any document with the Board. (PERB Reg. 32140(b)(2).) Under PERB Regulation 32130(c), a five (5)-day extension of time shall apply to any filing made in response to documents served by mail if the place of address is within the State of California.
