An employee who spends only a small portion of her time typing financial proposals used in negotiations is confidential. i.e., frequency of possession or access to confidential information is not controlling. Confidential information involved need not relate to unit in which the employee in question is contained. Confidential status based on what the disputed individual's work actually entails.
