If a party seeks a unit different than a Sweetwater unit configuration, then the party must show the unit is more appropriate than a Sweetwater unit configuration; p. 8. As classified employees performed the same job functions as those employees described in Sweetwater, and the Association failed to show parallel working conditions, interchangeable job functions, and three units would adversely affect the efficient operations of the District, the Board found a wall-to-wall unit of classified employees inappropriate; p. 12.
