Decision Headnotes
1309.01000 – In General/Definition of Appropriate Unit
If a party seeks a unit different than a Sweetwater unit configuration, then the party must show the unit is more appropriate than a Sweetwater unit configuration; p. 8. As classified employees performed the same job functions as those employees described in Sweetwater, and the Association failed to show parallel working conditions, interchangeable job functions, and three units would adversely affect the efficient operations of the District, the Board found a wall-to-wall unit of classified employees inappropriate; p. 12.
1309.07000 – Unit Size
A small number of classified employees in a school district is not, by itself, a basis for concluding a wall-to-wall unit is appropriate; p. 8.
1309.03000 – Community of Interest
A wall-to-wall unit of classified employees may be appropriate where there exists interchangeable functions and parallel working conditions consistent with the community of interest required to find a unit appropriate under EERA section 3545(a); p. 9.
1300.02000 – Request for Recognition
The Board dismissed representation petition where requested wall-to- wall unit was found to be inappropriate; p. 13.
