Description:  The charging party appealed the dismissal of her unfair practice charge alleging that the exclusive representative had violated its duty of fair representation by failing to provide the employee with the benefits, protections and services guaranteed to her by the collective bargaining agreement, and by failing to provide her with adequate representation in extra-contractual pre-disciplinary and disciplinary proceedings that resulted in her termination.
