Description:  The charge alleged that the City violated MMBA by applying an unreasonable requirement permitting only employee organizations to file a petition to modify an existing bargaining unit, thereby effectively prohibiting individual employees from filing such petitions.

Disposition:  The Board affirmed the dismissal of the charge, because it is well established an individual does not have standing to file a unit modification petition with PERB.  The similar local rule is reasonable.
