Description:  The Alameda County Housing Authority (Authority) appealed the dismissal of its unfair practice charge alleging that on or about May 19, 2015 and continuing to March 14, 2016, Service Employees International Union, Local 1021 unilaterally changed an established practice regarding the number of bargaining unit employees who are entitled to paid release time to attend labor negotiations in violation of the MMBA and PERB Regulations.  After reaching a settlement agreement while the appeal was pending before the Board, the Authority then requested that it be allowed to withdraw its appeal.

Disposition:  In furtherance of the MMBA’s purpose of promoting harmonious labor relations, the Board granted the Authority’s request to withdraw its appeal and affirmed the dismissal of the Authority’s unfair practice charge as final and binding on the parties to this case only.
