Description: An administrative law judge issued a proposed decision dismissing complaint and underlying unfair practice charge which alleged that a sanitation district violated MMBA sections 3505 and 3506.5, subdivision (c), by unilaterally withholding an annual cost-of-living salary increase without satisfying its obligation to meet and confer with the exclusive representative over the decision. Union excepted to the proposed decision.
