Charging party failed to establish sufficient grounds for overturning Board agent’s dismissal of charge for failure to comply with requirements of PERB Regulation 32615(c) requiring service of unfair practice charge on respondent and filing of proof of service with PERB. Charging party provided no explanation for her failure to respond to Board agent’s repeated inquiries prior to dismissal of charge, and failed to provide clear evidence of a valid proof of service.
